Police Officer Placed on Leave After Video Shows Him Choke a 16-Yr-Old Girl During Arrest

A Rialto, California police officer has been placed on leave after a controversial arrest of a 16-year-old girl was caught on cell phone video and posted on social media. 

In the short video posted on Instagram, the teen can be heard yelling to someone off camera to get her brother as two Rialto police officers hold her wrists. One of the officers then throws the teen to the ground. As she tries to get back up, he shoves her back down. While the girl is on the ground, screaming and crying, the same officer asks her, “Did you just try to bite me, did you just try to bite me?” At this point, his hands appear to be wrapped around the young girl’s neck.

According to officials, the girl was stopped by police because she was riding an unlicensed mini bike at a high rate of speed.

Witnesses said the girl was stopped by police a few blocks from her house after they saw her riding the mini-bike in the neighborhood.

“She had the helmet on and once they said, ‘We’re going to take the bike,’ that’s when she said, ‘My grandaddy made these bikes,” and she got mad and threw the helmet, but not at them,” a witness who lives in the area told ABC7 News. “She threw it on the ground…then that’s when they threw her to the ground.” 

The teen was charged with resisting arrest by threat of violence and taken to juvenile hall. 

Rialto Police Chief Mark Kling released a statement about the incident that said in part:

“I have personally viewed officer body worn camera footage and although the video depicts the juvenile resisting officers, we are investigating the officer’s decision to trip the juvenile to the ground and later placing his hand on the juvenile’s throat during the arrest,” Police Chief Mark Kling said in a statement.

“After preliminary review of the incident, I have requested an independent investigation by the San Bernardino County District Attorney’s Bureau of Investigations to determine if the officer’s use of force options were lawful,” Kling said. “I have also ordered an internal affairs investigation into the officer’s actions. Our investigation will determine if department policies, rules or procedures were violated. Per department directives, confirmed violations of policy will lead to disciplinary action.”

In the statement, the department says that the officer, whose identity is being withheld due to the ongoing investigations, has been placed on paid administrative leave.

“We apologize to the juvenile’s family regarding these unfortunate circumstances. At a time when our police department strives to build community relationships, we certainly fell short in this encounter. …We look forward to building rapport with this family now and in the future,” the statement said.

Caree Harper, the attorney representing the family, addressed the use of force on the teen at a conference on Tuesday. 

“We’re here yet again at the scene of yet another agency acting poorly and they’ve been caught on camera,” Harper said.

“This officer who abused my client, threw her down viciously and choked a child,” Harper said. “If you choke a child you should be relieved of duty right now, and I’m speaking directly to his supervisors.”

She tried to bite him. WTF! How can you defend this? When I was a kid I got f@#ked with the police and cursed once at a cop. I learned my lesson fast. To try to harm one, is stupid and dangerous. No excuse. I warn my daughter about this all the time. Do not saying anything and be calm and respectful. I don’t like police culture. But I understand it’s sh1%ty job and people have no right to try hurt one because they disagree with the situation.

She’s a child moron. He’s a grown ass man who is SUPPOSED to be trained to deal with hardened criminals. You think because this child tried to bite this grown man, this justifies him CHOKING HER?? People like you are the reason cops think they can do shit like this

This is why we need Reform…stupid people actually think Cops👮‍♂️👮👮‍♂️ are above the laws they’re suppose to be inforcing..why are you even detaining her?🤔🤔🤔..if she’s speeding give a ticket and be on your fucking way🤔🤔🤔..why is it so hard to be a “Good Cop” when it comes to Black people?🤔🤔🤔..and why are racists so quick to justify cops brutality and criminal behavior towards follow Americans 🇺🇸🇺🇸🇺🇸?🤔🤔🤔
